Senior Manager / Manager, Training & Education (T&E)

Job Summary

The Senior Manager / Manager will be part of the Training & Education (T&E) Unit at NCID, which drives multisectoral outreach initiatives across skills training, technical education, outbreak preparedness, global health partnerships, and community engagement.

Working closely with the Head (T&E), the role supports the development of knowledge, skills, and competencies across a multi‑disciplinary healthcare workforce, strengthening preparedness for infectious disease outbreaks and fostering engagement with local and global health communities.

The role encompasses strategic planning, programme development, operations, stakeholder coordination, monitoring and analysis, and resource management, supporting training initiatives at both NCID and national levels.


Key Responsibilities

1. Training & Education Programmes (NCID & National)

  • Support and/or lead professional training and education initiatives for healthcare workers, aligned with the requirements of the new healthcare landscape.

  • Contribute to the development and execution of strategies that align outbreak preparedness training with clinical service needs.

  • Map national training needs, evaluate programme effectiveness, and refine curricula and delivery approaches.

2. Outbreak Preparedness & Training Coordination

  • Support national readiness for health emergencies by strengthening individual, sub‑system, and system‑level response capabilities.

  • Coordinate and support outbreak preparedness training activities across healthcare institutions and partners.

  • Work with regional health systems, intermediate and long‑term care sectors, local authorities, and relevant stakeholders to align training efforts with national needs.

3. Public Education & Community Engagement

  • Plan and execute public education and community engagement initiatives based on health trends, needs assessment, and outbreak monitoring.

  • Engage healthcare and community stakeholders to develop new initiatives or enhance existing programmes for targeted communities.

  • Develop and manage strategic partnerships to support public engagement efforts.

  • Oversee educational content development for the NCID website and promote the use of NCID community spaces for outreach activities.

4. Other Workstreams

  • Support the development of an NCID Global Health Academy.

  • Provide secretariat and administrative support for committees, workgroups, and routine backend operations.

  • Support NCID’s outbreak response operations as augmented staff when required.

  • Perform ad hoc duties as assigned by the Head (T&E) and Executive Director.


Job Requirements

Experience

  • Senior Manager:

    • 5–8 years of relevant experience in a healthcare environment

    • At least 3 years in a managerial role leading teams

  • Manager:

    • 2–4 years of relevant experience in a healthcare environment

    • At least 2 years leading projects and administrative work

Competencies & Skills

  • Strong understanding of Singapore’s training and education landscape, preferably within healthcare or infectious disease settings.

  • Proven experience in training content development, execution, evaluation, and gap analysis.

  • Strong interest in professional education, outbreak preparedness, and community engagement.

  • Excellent planning, coordination, and operational skills with strong attention to detail.

  • Strong written and verbal communication, with effective stakeholder management abilities.

  • Critical thinker who is adaptable, self‑motivated, and eager to learn.

  • Able to work independently and collaboratively in a fast‑paced environment.

  • Proficient in common IT applications (word processing, spreadsheets, internet tools).

  • Willingness to share weekend duties as part of the team.
