JOB SUMMARY

  • Responsible for the management, operation, maintenance, optimisation and lifecycle planning of the hospital's telecommunications infrastructure, including IP-PBX systems, VoIP services, operator consoles, contact centre systems, voice gateways and related communications platforms.
  • Ensure high availability, reliability and cybersecurity of hospital voice communication systems that support clinical operations, emergency response, security operations and business functions.
  • Lead telecommunications projects, system upgrades, vendor management and integration activities with IT, security, facilities and clinical systems.
  • Provide technical leadership for telecommunications engineering activities and support operational continuity through preventive maintenance, incident management and disaster recovery planning.

MAIN DUTIES AND RESPONSIBILITIES

SPECIFIC

  • Manage daily operation, monitoring and maintenance of hospital telecommunication systems including IP-PBX, VoIP, SIP trunk services, voice gateways and operator consoles.
  • Perform preventive maintenance in accordance with manufacturer recommendations and operational requirements.
  • Troubleshoot and resolve telecommunications service disruptions and system faults within established service levels.
  • Analyse recurring incidents and implement corrective and preventive measures to improve system reliability.
  • Ensure telecommunications systems availability meets operational requirements for clinical and non-clinical services.
  • Maintain telecommunications asset inventory, licensing records and system documentation.
  • Ensure proper backup and recovery procedures are implemented for all telecommunications systems.
  • Lead telecommunications projects from planning through implementation and commissioning.
  • Develop technical specifications and evaluation criteria for procurement of telecommunication systems and services.
  • Coordinate system migration, expansion and upgrade activities.
  • Liaise with service providers, vendors, contractors and user departments.
  • Monitor vendor performance and ensure maintenance contracts achieve required service levels.
  • Manage escalations with vendors to ensure timely resolution of major incidents.
  • Provide technical consultation to user departments regarding telecommunications requirements.
  • Provide technical guidance and mentoring to engineers and technical officers.
  • Review technical proposals, engineering changes and maintenance strategies.
  • Support departmental initiatives, audits and quality improvement activities.

REQUIREMENTS

EDUCATION

  • Degree in Telecommunications Engineering, Electrical Engineering, Electronics Engineering, Computer Engineering or related discipline with minimum 5 years relevant experience.

(OR)

  • Diploma in Telecommunications Engineering, Electronics Engineering or related discipline with minimum 8 years relevant experience.

EXPERIENCE

  • Experience managing enterprise telephone systems, IP-PBX or Unified Communications platforms.
  • Experience in VoIP, SIP trunking, voice gateways and telecommunication networking technologies.
  • Experience in telecommunications projects, system upgrades and vendor management.
  • Experience troubleshooting complex voice communication systems.
  • Knowledge of telecommunications cybersecurity principles.
  • Experience in healthcare, critical infrastructure or mission-critical environments preferred.
  • Familiarity with contact centre platforms, operator consoles and emergency communication systems preferred.
  • Experience in drafting technical specifications and evaluating telecommunications solutions preferred.
