The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research - anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.

Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus. Phase 2 is anchored by two flagship developments: the new TTSH Medical Tower and the operationalization of the TTSH Pavilion.

The hallmark of Phase 2, the TTSH Medical Tower will add approximately 600 acute beds, significantly strengthening TTSH's healthcare capacity for high-intensity, specialist care. It will house an expanded Emergency Department, additional operating theatres, and procedural suites, and specialist outpatient clinics, all purpose-designed to advance frailty-ready and technology-enabled care.

In addition, to sustain full operational continuity throughout construction, the former Pavilion wards on campus have been transformed and reactivated as the TTSH Pavilion - a modernized facility comprising specialist clinics, laboratories, and offices.

 

THE ROLE

You will be part of the Medical Tower Planning and Development team, supporting the planning and coordinate Furniture, Fixtures & Equipment (F&E) planning and procurement activities for the within TTSH Medical Tower development. The role will work closely with clinical and operational users, Procurement (ALPS), Finance, MOHH, multi-disciplinary consultants, contractors and technical stakeholders to ensure that F&E requirements are appropriately planned, validated, funded and procured in alignment with the overall project, construction, handover and operational-readiness programme. You will be expected to operate across different aspects of the project, manage complex cross-functional issues and translate detailed requirements into clear plans, recommendations and actions.

KEY RESPONSIBILITIES

1.  F&E Planning & Procurement

  • Lead the planning and coordination of medical equipment, F&E and related procurement requirements.
  • Oversee the consolidation and validation of requirements from users, equipment planners, vendors, consultants and other stakeholders.
  • Review F&E information for completeness and consistency, including requirements, quantities, specifications, cost assumptions, procurement approach and implementation timelines.
  • Develop procurement strategy, packaging and bundling approaches, taking into consideration programme criticality, lead time, funding, market considerations and opportunities for economies of scale.
  • Work closely with Procurement and relevant stakeholders to progress packages through technical specification, review, tender, evaluation, award, delivery, installation and testing & commissioning.
  • Coordinate selected common F&E packages to be procured centrally for the project.
  • Support the coordination of fitting-out and FFE requirements for departmental spaces, working with users to document furniture and equipment needs and ensuring these are reflected in the planning and design process.

2.  Project & Building Integration

  • Integrate F&E procurement requirements and timelines with the overall Medical Tower design, construction and handover programme.
  • Work with MOHH, consultants, contractors and technical stakeholders to identify and resolve F&E-related project and building interfaces.
  • Coordinate requirements relating to building provisions, M&E, IT/data, access and logistics, room readiness, installation and commissioning, where applicable.
  • Identify long-lead and programme-critical requirements requiring early action.
    Monitor dependencies against construction, early/sectional handover and operational-readiness milestones and escalate material risks where required.
  • Support and coordinate post-installation inspection and defects checking for FFE and related project interfaces, including consolidation of defects, tracking of rectification timelines and verification of closure.
  • Maintain oversight of outstanding defects, warranty matters and incomplete works affecting FFE functionality or operational readiness and escalate material issues where timely resolution is at risk.
  • Support the transition from project delivery into handover and defects-liability activities, ensuring relevant records, warranties, testing documentation and outstanding items are properly tracked through to closure.

3.  Business Cases, Funding & Approvals

  • Prepare and lead the preparation and coordination of F&E-related business cases, funding requests, approval papers and management presentations.
  • Consolidate and analyse information relating to requirements, quantities, cost, programme, procurement approach, risks and implementation considerations.
  • Develop options and recommendations to support management decision-making.
    Coordinate inputs and clarifications with relevant internal and external stakeholders and follow through on approval requirements.
  • Ensure subsequent procurement activities remain aligned with approved scope and funding.

4.  Governance & Workgroup Management

  • Support the establishment and management of TTSH Medical Tower F&E / Procurement Workgroup and other relevant governance forums.
  • Develop forward agendas based on programme milestones, emerging risks and decisions required.
  • Prepare management dashboards, papers and presentations to facilitate effective decision-making.
  • Ensure key issues are sufficiently analysed, with clear implications, options, recommendations and decisions required.
  • Maintain oversight of key decisions and actions and drive timely follow-through and closure.
  • Escalate unresolved or material issues through the appropriate governance channels.

REQUIREMENTS

  • Degree in Engineering, Biomedical Engineering, Quantity Surveying, Building / Construction, Project Management, Supply Chain / Procurement, Business, Healthcare Administration or a related discipline.
  • Preferably 5–8 years of relevant experience in healthcare development, project management, engineering, construction, equipment/F&E planning, procurement, consultancy or related fields.
  • Experience in major healthcare, infrastructure or complex multi-stakeholder development projects would be advantageous.
  • Experience working across equipment/procurement requirements and project or building interfaces would be highly regarded.
  • Highly meticulous with strong attention to detail, with demonstrated ability to manage and reconcile large volumes of information including equipment lists, quantities, technical specifications.
  • Comfort working with numbers, including quantities, cost estimates, funding utilisation and financial variances.
  • Excellent written communication skills, including the ability to produce clear meeting minutes, structured summaries, and concise planning reports, and approval papers.
  • Strong analytical and problem-solving skills, with the ability to work through detailed information while maintaining sight of the wider programme.
  • Strong project and stakeholder management capabilities, with the ability to independently drive issues towards resolution.
  • Strong written and presentation skills, with experience preparing management papers, business cases or approval submissions being advantageous.
  • Proficient in Microsoft Excel and PowerPoint.
  • Able to manage multiple concurrent workstreams in a dynamic project environment
