JOB SUMMARY

The Senior Assistant Manager will lead and coordinate TTSH Finance readiness for SAP S/4HANA PROJECT Harmonisation Project, while continuing to provide core finance support in financial planning, budgeting, profitability analysis, OPEX and capital investment review, financial governance and stakeholder advisory. The role supports the transition from SAP ECC6 (FICO) to SAP S/4HANA and will work across Finance, users, NHG, Synapxe, 1FSS, implementation partners and relevant stakeholders to deliver a controlled, well-documented and sustainable migration.

The incumbent will manage project planning, process and data readiness, testing coordination, issue resolution, governance reporting, stakeholder engagement and post-go-live stabilisation. In parallel, the incumbent will support recurring Finance activities and apply operational Finance knowledge to ensure that the future-state design remains practical, well-controlled and aligned with institutional requirements. A key outcome is to harmonise and streamline Finance processes while reducing unnecessary migration volume through disciplined housekeeping and rationalisation.

MAIN DUTIES AND RESPONSIBILITIES

SPECIFIC RESPONSIBILITIES

1. Project Planning, Governance and Delivery

  • Develop and maintain the institution-level Finance project plan, milestones, dependencies, risks, issues, decisions and action logs in alignment with the cluster and programme timelines.
  • Coordinate TTSH Finance inputs across the Blueprint, Build, Test, deployment and stabilisation phases, including Wave 1 and Wave 2 activities where applicable.
  • Prepare clear status updates, dashboards and escalation papers for Finance leadership and relevant governance forums.
  • Ensure decisions, approvals, process changes, test evidence and handover materials are properly documented and audit-ready.

2. Finance Process Harmonisation and Design

  • Coordinate Finance participation in fit-to-standard and process-design discussions, ensuring that TTSH operational requirements, controls and reporting needs are appropriately represented.
  • Assess proposed standard processes against current workflows and identify gaps, control implications, dependencies and change impacts.
  • Facilitate cross-functional alignment on Finance integration points, including the Supply Chain track and other relevant modules or interfaces.
  • Promote standardisation and discourage unnecessary customisation, while escalating material operational or governance concerns.

3. Data and Migration Readiness

  • Lead migration preparation and housekeeping of current SAP Finance processes and master data.
  • Review cost centre hierarchies and coordinate with users to validate, rationalise or close dormant cost centres before migration.
  • Coordinate data cleansing, mapping, validation and reconciliation activities, with clear ownership and sign-off criteria.
  • Support the assessment and handover of the Grant Management module with 1FSS and relevant stakeholders.
  • Identify opportunities to reduce migration volume and capacity without compromising statutory, operational, audit or retention requirements.

4. Testing, Cutover and Post-Go-Live Support

  • Develop an institution-level testing approach and coordinate Finance user acceptance testing, including test scenarios, test data, user assignments, defect tracking, retesting and sign-offs.
  • Ensure critical accounting, budgeting, reporting, controls and integration scenarios are adequately covered.
  • Coordinate Finance cutover readiness, including reconciliations, opening balances, access readiness, contingency arrangements and go-no-go inputs.
  • Lead Finance issue triage during stabilisation, monitor resolution and facilitate knowledge transfer to business-as-usual owners.

5. Change Management and Stakeholder Engagement

  • Act as the central TTSH Finance liaison with NHG, Synapxe, SAP or the appointed implementation vendor, 1FSS, internal users and interfacing teams.
  • Conduct stakeholder mapping, readiness reviews and structured communications to keep affected teams aligned on changes, timelines and responsibilities.
  • Coordinate training needs analysis, user briefings, work instructions and adoption support.
  • Build capability within Finance through cross-training, documentation and practical knowledge transfer.

6. Risk, Control and Quality Management

  • Identify and manage project, operational, financial reporting, data, access, segregation-of-duties and business-continuity risks arising from the migration.
  • Ensure new or changed processes maintain appropriate preventive and detective controls and clear approval trails.
  • Coordinate timely escalation of material risks, unresolved defects, scope changes and resource constraints.
  • Apply structured quality checks to project deliverables and ensure completion criteria are defined and evidenced.

7. Other Finance Responsibilities

  • Perform profitability and financial analysis for revenue and cost centres, and translate findings into practical recommendations for management and operational stakeholders.
  • Evaluate OPEX spending and capital investment requests, including the review of business cases and projects for financial viability, risks, opportunities, funding, costing and alignment with institutional priorities.
  • Provide financial planning support and advice to cost centres and departments, and engage internal and external stakeholders to build collaborative relationships and achieve alignment with institutional objectives.
  • Review internal processes, systems, policies and procedures and recommend improvements to minimise business risks, strengthen controls and optimise efficiency.
  • Support multidisciplinary and cross-department initiatives, including project evaluation and paper submissions to TTSH management, NHG and MOH on funding and costing matters.
  • Use data analytics and visualisation tools, where appropriate, to strengthen financial insights, project monitoring, management reporting and decision support.

GENERAL RESPONSIBILITIES

  • Support related Finance transformation, reporting and project-tracking activities where synergies can be achieved.
  • Contribute to the development and continuous improvement of Finance SOPs, governance frameworks and digital capabilities.
  • Undertake other duties or institutional projects assigned by the Director, Financial Planning.

KEY DELIVERABLES / SUCCESS MEASURES

  • Finance project milestones, dependencies and submissions are completed in accordance with the approved programme plan.
  • Finance processes, controls and reporting requirements are clearly documented, reviewed and signed off by the relevant owners.
  • Master data and migration datasets are cleansed, rationalised, validated and reconciled with traceable approvals.
  • UAT is executed with adequate business coverage; defects are prioritised, tracked and resolved or formally accepted before deployment.
  • Finance cutover and post-go-live activities are coordinated with minimal disruption to critical financial operations.
  • Users are prepared through timely communications, training, work instructions and knowledge transfer.
  • Project risks, issues, decisions and changes are transparently reported and governed.
  • Assistant Manager Finance deliverables are completed accurately and within the relevant planning, reporting and submission timelines.
  • Financial evaluations provide clear analysis of affordability, risks, opportunities, funding and costing implications to support informed decisions.
  • Process improvement recommendations strengthen governance, controls, efficiency and stakeholder experience.
