Within this evolving landscape, the Senior Manager, Patient Billing Services plays a critical role in strengthening financial sustainability while ensuring a compassionate and seamless patient billing experience.

Reporting to the Head of Patient Billing Services, this role goes beyond operational oversight. You will lead the transformation of revenue cycle functions—driving efficiency, strengthening governance, and enabling resilient systems that support both organisational performance and patient needs.

By leading Accounts Receivables and Receipting teams, you will drive improvements in cashflow, reduce bad debt exposure, and ensure compliance with MOH regulations—while maintaining a patient-first approach in all financial interactions.

 

Key Responsibilities

Strengthen Revenue Cycle Performance

Drive end-to-end improvements across billing, collections, and receipting to optimise cashflow and reduce outstanding receivables.

 

Lead Accounts Receivables & Credit Management

Provide strategic oversight of AR operations, including shared services, to improve collection rates across ED and SOC and minimise bad debts.

 

Oversee Receipting & Financial Controls

Ensure accuracy, timeliness, and integrity of daily cash and electronic payment reconciliations, including patient billing records and ledger entries.

 

Support Financial Assistance & Medifund Administration

Partner closely with Medical Social Workers to facilitate Medifund applications, manage fund utilisation, and uphold governance and audit readiness.

 

Reimagine Processes & Drive Efficiency

Continuously review and redesign billing, cashiering, and collection processes to enhance operational effectiveness and patient experience.

 

Partner Across the Ecosystem

Collaborate with internal stakeholders (e.g., ED, SOC) to improve collection outcomes, and engage external agencies such as MOH, CPF, and insurers on claims and funding matters.
Address billing enquiries and patient feedback with empathy and professionalism.

 

Ensure Governance, Reporting & Compliance

Lead audit readiness, strengthen internal controls, and ensure adherence to healthcare regulations. Deliver accurate reporting including monthly ageing and performance insights.

 

Enable System & Policy Enhancements

Contribute to system and workflow enhancements driven by changes in Medisave, MediShield, and Medifund policies, ensuring operational readiness and compliance.

 

Drive Transformation & Projects

Actively contribute to organisation-wide initiatives, including process improvement and digital/IT projects that enhance finance and billing operations.

 

What You Bring

  • Bachelor’s degree in Healthcare Administration, Business, Finance, Accountancy, or related field
  • 8–10 years of relevant experience in revenue cycle, operations, or financial administration, with at least 3–5 years in a leadership role
  • Experience managing high-volume operations in complex environments; healthcare sector exposure is advantageous
  • Strong analytical and problem-solving skills, with the ability to navigate complexity and competing priorities
  • Proficiency in Excel and SAP; experience with SAP FICO and National Billing System (NBS) is a plus
  • Effective communicator with the ability to engage stakeholders and present insights clearly
  • Resilient and patient-centric, with the ability to manage sensitive billing matters with empathy
  • Collaborative and forward-thinking, with a focus on continuous improvement and innovation
