STATEMENT OF PURPOSE

 

We are seeking an experienced Senior Manager to provide strategic leadership for advanced data analytics initiatives within ODMA. This role focuses on developing institutional analytics strategy, leading cross-functional analytics teams, driving innovation in healthcare analytics, and ensuring the delivery of high-impact insights that support clinical excellence and operational transformation across Khoo Teck Puat Hospital (KTPH) and Yishun Community Hospital (YCH). The position requires exceptional technical expertise, proven leadership capabilities, and the ability to translate complex analytics into strategic business value.

 

 

DEPARTMENT FUNCTION(S)

 

The Office of Data Management and Analytics (ODMA) serves as the central hub for institutional data management, analytics, insights generation, and performance management across Khoo Teck Puat Hospital (KTPH) and Yishun Community Hospital (YCH). ODMA consolidates data capabilities to transform raw data into actionable insights that enable evidence-based decision-making, support Value Based Care, and drive operational excellence.

 

ODMA plays a critical role in enabling KTPH & YCH's transformation into a data-driven healthcare organization, ensuring that high-quality, accessible, and well-governed data supports improved patient outcomes and operational efficiency while maintaining the highest standards of data security and regulatory compliance.


 

MAJOR DUTIES AND RESPONSIBILITIES

 

(A)       SPECIFIC

 

  1. Strategic Analytics Leadership
  1. Develop and implement comprehensive analytics strategy aligned with institutional objectives and healthcare transformation goals
  2. Lead the establishment of advanced analytics capabilities including predictive modelling, machine learning, and artificial intelligence applications
  3. Drive innovation in healthcare analytics through emerging technologies and methodologies
  4. Establish analytics governance frameworks and ensure alignment with regulatory requirements
  5. Represent ODMA analytics capabilities in institutional strategic planning and executive committees

 

  1. Team Leadership and Development
  1. Supervise and mentor Manager, Senior Assistant Manager, and Assistant Manager roles within the analytics team
  2. Provide strategic direction and technical guidance on complex analytics initiatives
  3. Establish performance metrics and development pathways for analytics team members
  4. Foster a culture of continuous learning and innovation within the analytics function
  5. Lead recruitment and capability building for advanced analytics roles

 

  1. Advanced Analytics and Insights Generation
  1. Oversee the development of sophisticated analytics models for clinical outcomes, operational efficiency, and population health management
  2. Lead enterprise-wide predictive analytics initiatives for patient care optimisation and resource planning
  3. Drive the development of real-time analytics and decision support systems
  4. Establish advanced visualisation and reporting capabilities using Tableau and other enterprise tools
  5. Champion Value Based Care analytics and outcome measurement frameworks

 

  1. System Strategy and Technology Leadership
  1. Provide strategic oversight for analytics platform development and system re-platforming initiatives
  2. Lead vendor relationships and technology partnerships for advanced analytics solutions
  3. Drive the adoption of cloud-based analytics platforms and modern data architectures
  4. Oversee the implementation of automated analytics workflows and self-service capabilities
  5. Ensure scalability and sustainability of analytics infrastructure

 

  1. Stakeholder Engagement and Business Partnership
  1. Build strategic partnerships with clinical leaders, department heads, and executive stakeholders
  2. Lead high-level presentations and consultations on complex analytics initiatives
  3. Collaborate with external research institutions and healthcare analytics partners
  4. Drive evidence-based decision-making through strategic analytics consultation
  5. Represent KTPH and YCH in healthcare analytics forums and professional communities

 

  1. Analytics Community and Knowledge Management
  1. Lead the Analytics Community of Practice (ACOP) and establish centres of excellence
  2. Drive knowledge sharing and best practice development across the organisation
  3. Establish training and development programmes for institutional analytics capabilities
  4. Foster collaboration with academic and research partners on analytics innovation
  5. Contribute to healthcare analytics research and publication initiatives

 

(B)       GENERAL

 

  1. Support the Assistant Director and Director, ODMA in ensuring department sustainability and strategic alignment with KTPH and YCH objectives through advanced analytics leadership, team development, and succession planning for analytics capabilities.

 

  1. Lead risk management and quality assurance initiatives by establishing robust analytics governance, ensuring data integrity, and maintaining the highest standards of analytical rigour that protect the reputation and operational excellence of KTPH and YCH.

 

  1. Drive strategic innovation and transformation initiatives as directed by senior leadership, ensuring accountability for high-impact results and deliverables whilst fostering organisational analytics maturity and competitive advantage.

 

 

JOB REQUIREMENTS

 

(A)       EDUCATION, TRAINING AND EXPERIENCE

 

Essential Technical Skills

  • Expert-level statistical analysis, predictive modelling, and machine learning experience
  • Advanced proficiency in Python/R for data science and AI applications
  • Expert Tableau and advanced data visualisation capabilities for enterprise-level analytics
  • Advanced SQL and database management skills for complex data architectures
  • Comprehensive knowledge of cloud data platforms (AWS/Azure, Databricks) and modern analytics stacks
  • Deep understanding of healthcare analytics, clinical outcome metrics, and population health analytics
  • Experience with real-time analytics, automated workflows, and enterprise data integration

 

Preferred Qualifications

  • Master's degree in Business Analytics, Statistics, Data Science, Health Informatics, Computer Science, or related analytical field; or Bachelor's degree with equivalent senior-level experience
  • Minimum 6-8 years of progressive leadership experience in healthcare analytics, data science, or business intelligence
  • Proven track record of leading analytics teams and delivering strategic business impact
  • Healthcare industry experience with clinical and operational analytics transformation
  • Relevant advanced certifications (Tableau, Cloud platforms, Statistical software, Project Management) preferred
