The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research - anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.

Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus. Phase 2 is anchored by two flagship developments: the new TTSH Medical Tower and the operationalization of the TTSH Pavilion.

The hallmark of Phase 2, the TTSH Medical Tower will add approximately 600 acute beds, significantly strengthening TTSH's healthcare capacity for high-intensity, specialist care. It will house an expanded Emergency Department, additional operating theatres, and procedural suites, and specialist outpatient clinics, all purpose-designed to advance frailty-ready and technology-enabled care.

In addition, to sustain full operational continuity throughout construction, the former Pavilion wards on campus have been transformed and reactivated as the TTSH Pavilion - a modernized facility comprising specialist clinics, laboratories, and offices.

You will be part of the Medical Tower Planning and Development team, supporting the planning and detailed design of clinical and non-clinical spaces within the TTSH Medical Tower. Working closely with clinical leads, operational users, and appointed consultants, you will help translate the functional needs of each department and tenant into well-considered spatial plans - ensuring that every space in the new building is designed to support how it will actually be used.

This role suits someone with an architecture or built environment background who is equally comfortable thinking through a floor plan and writing a structured summary of a planning meeting. You will be the bridge between what users need and what consultants design.

KEY RESPONSIBILITIES

1.  Space Planning & Layout Development

  • Support the development and review of space planning layouts for clinical and non-clinical tenants across the Medical Tower, ensuring that adjacency, workflow, and functional requirements are accurately reflected in the design.
  • Conduct test fit exercises and prepare planning options for departmental spaces, presenting alternatives clearly to support decision-making by clinical leads and senior management.
  • Review architectural drawings and consultant submissions to verify that approved user requirements and the Schedule of Accommodation are accurately reflected in the design at each stage.
  • Support the coordination of fitting-out and FFE requirements for departmental spaces, working with users to document furniture and equipment needs and ensuring these are reflected in the planning and design process.

2.  User Engagement & Requirements Capture

  • Facilitate and attend planning meetings with clinical users, operational leads, and consultants, capturing requirements and translating complex discussions into structured summaries and action items.
  • Attend planning and design meetings as the team's designated note-taker, producing accurate and timely minutes that capture decisions, outstanding items, and the next steps agreed. Where required, explain and clarify user requirements to consultants in writing, ensuring that what users have asked for is communicated precisely and is not lost in translation between meetings.
  • Maintain an up-to-date record of planning decisions, outstanding items, and approved changes for each department or tenant, ensuring nothing falls through the cracks between meetings.
  • Coordinate with the broader planning team to flag design issues, conflicting requirements, or gaps in the user brief before they affect the programme.

3.  Documentation & Presentation

  • Prepare clear, well-structured presentation slides to communicate planning options, design recommendations, and progress updates to a range of stakeholders including clinicians, operations teams, and senior management.
  • Produce accurate meeting minutes and concise written summaries following planning and design sessions, distributing them within agreed timelines.
  • Assist in the preparation of planning reports, design briefs, and submission documents for internal approval and consultant engagement.

4.  Design Coordination & Compliance

  • Support the review of architectural drawings for compliance with local building codes, regulations, and Healthcare Facility Design Standards.
  • Liaise with consultants on design queries, ensuring that user requirements are clearly communicated and that responses are tracked and resolved.
  • Assist in maintaining the team's drawing register and document management system, ensuring version control and accurate filing of all planning and design materials.

 

REQUIREMENTS

  • Degree in Architecture or a related built-environment discipline.
  • 3-6 years of relevant experience in architectural practice, space planning, or healthcare facility planning. Fresh graduates with strong internship experience in architecture or planning will be considered for the Senior Executive level.
  • Able to read and interpret architectural drawings - plans, sections, and layouts - with confidence.
  • Strong spatial planning instinct: able to think through adjacency, flow, and functionality when reviewing or developing layouts.
  • Excellent written communication skills, including the ability to produce clear meeting minutes, structured summaries, and concise planning reports.
  • Proficient in PowerPoint, Excel, and Word; able to develop well-structured, visually clear presentation slides and present them confidently to multiple stakeholders.
  • Proficient in AutoCAD; working knowledge of Revit is an advantage.
  • Good knowledge of local building codes, regulations, and planning requirements.
  • Organised and detail-oriented, with the ability to track multiple workstreams and deadlines concurrently.
  • Genuinely interested in healthcare design, patient-centric environments, and the planning of complex institutional buildings.
  • Familiarity with Healthcare Facility Design Standards or similar guidelines is an advantage.
  • Interest in pursuing professional architectural licensure is an advantage.
