Job Description: 

As the Senior Executive / Assistant Manager (Emergency Preparedness Coordinator), you will support the planning, coordination and implementation of the hospital's emergency preparedness, crisis management and business continuity programmes.  

You will work closely with internal and external stakeholders to strengthen organisational readiness for civil emergencies, disease outbreaks, national emergencies and other crisis situations.. 

 

Job Responsibilities: 

Emergency Preparedness & Crisis Management 

  • Coordinate emergency preparedness programmes and activities to ensure organisational readiness. 

  • Support the planning and conduct of emergency exercises, simulations and table-top exercises. 

  • Coordinate emergency response activities and support crisis management operations when activated. 

  • Liaise with key stakeholders and external agencies on emergency preparedness and incident management matters. 

 

Civil & National Emergency Readiness 

  • Coordinate the hospital's Field Team readiness, deployment activities and training programmes. 

  • Support emergency exercises and operational activations involving national and civil emergency scenarios. 

  • Maintain operational readiness of emergency equipment and resources. 

  • Emergency Planning & Business Continuity 

  • Review and maintain emergency response plans, policies and operational procedures. 

  • Support the development and implementation of Business Continuity Management (BCM) initiatives, including cybersecurity-related continuity planning. 

  • Conduct BCM awareness programmes, briefings and exercises. 

 

Disease Outbreak Preparedness 

  • Support planning and preparedness initiatives for disease outbreak scenarios. 

  • Serve as Co-Secretariat to the Disease Outbreak Taskforce, including meeting coordination, documentation and follow-up of action items. 

  • Coordinate outbreak exercises and readiness reviews. 

 

Logistics, Administration & Governance 

  • Manage emergency preparedness equipment, assets and logistics readiness programmes. 

  • Support budgeting, procurement, contract administration and reporting requirements. 

  • Coordinate claims administration and submissions related to emergency preparedness activities. 

  • Support audits, risk assessments and compliance requirements relating to emergency and disaster management. 

 

National Programmes & Special Projects 

  • Support the National Care Management System (NCMS) and related preparedness initiatives. 

  • Coordinate training, rostering and deployment-related activities for CARE officers. 

  • Participate in cross-functional projects and organisational improvement initiatives. 

 

Requirements: 

Competency 

  • Experience in emergency preparedness, crisis management, business continuity or related fields. 

  • Strong planning, coordination and organisational skills. 

  • Good stakeholder management and communication skills. 

  • Ability to manage multiple priorities and work effectively during emergency situations. 

  • Experience in healthcare, public sector or emergency response environments will be an advantage. 

 

Educational and Professional Requirements: 

  • Degree in any discipline.  

  • Certification in Business Continuity Institute (BCI) Incident Response & Crisis Management or equivalent Crisis Management / Business Continuity certification will be an advantage. 

 

Assistant Manager: Preferably at least 5 years of relevant experience. 

Senior Executive: Preferably at least 3 years of relevant experience.
