Senior Assistant Manager / Manager (Corporate Administration)
The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research — anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.
Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus, anchored by the new TTSH Medical Tower — which will add approximately 600 acute beds, an expanded Emergency Department, additional operating theatres, procedural suites, and specialist outpatient clinics, all purpose-designed to advance frailty-ready and technology-enabled care.
You will be part of the Medical Tower Planning and Development (MTP&D) team in the CEO's Office, serving as the operational lead responsible for the department's administrative infrastructure, coordination systems, and organisational effectiveness. You will ensure that internal processes are robust, that the right information reaches the right people at the right time, and that the department can operate at pace without losing rigour. You will report to a Senior Manager while providing updates directly to the Head of Department, and will interface regularly with teams across the department and with external stakeholders.
KEY RESPONSIBILITIES
1. Departmental Operations
Take ownership of the department's operational infrastructure, ensuring that workflows, administrative systems, and internal processes are efficient, well-documented, and consistently applied. Periodically review and refresh departmental SOPs as the project evolves, and proactively identify operational gaps before they affect delivery. Serve as the primary liaison with corporate services functions across HR, Finance, IT, and Facilities, exercising judgement and initiative in resolving issues.
2. Workplan, Milestone Tracking & Reporting
Own the department's master workplan tracker across all workstreams, maintaining a consolidated view of progress, milestones, interdependencies, and risks. Work closely with team leads to surface issues early and produce regular dashboards and progress reports for the Head of Department and senior leadership. Over time, you will be expected to add analytical value — not just tracking what is happening, but helping the team anticipate what needs to happen next and where attention should be directed.
3. Governance & Secretariat
Oversee the governance rhythm of the department, ensuring meetings are well-structured, purposeful, and followed through. Manage end-to-end meeting coordination, including agenda-setting, consolidation of inputs into structured meeting packs, production of accurate minutes, and maintenance of a live actions log. Provide updates directly to the Head of Department and exercise judgement in surfacing issues that require senior attention.
4. Events, Workshops & Stakeholder Engagement
Lead the planning and end-to-end management of departmental events, workshops, and engagement sessions, spanning internal team sessions, cross-functional working groups, and external stakeholder meetings. As the Medical Tower project progresses through key milestones, support the coordination of larger-scale events involving communications teams, facilities, and external parties.
5. Communications
Support the development and dissemination of internal and external departmental communications, ensuring updates and key messages are clear, timely, and appropriately calibrated for their audience. Assist in the preparation of external-facing materials and correspondence, and maintain a consistent standard of communication across the department's stakeholder touchpoints.
6. Finance, Compliance & People Administration
Oversee the departmental budget, monitor expenditure, manage procurement, and ensure variances are flagged and addressed in a timely manner. Ensure internal data compliance and coordinate with Finance, IT, and Compliance on reporting requirements. Lead recruitment coordination and serve as the primary HR liaison for onboarding and personnel matters.
REQUIREMENTS
- Degree in any discipline; Business Administration, Healthcare Administration, or a related field is an advantage.
- At least 5–8 years of experience in an operations, administration, or coordination role with demonstrated ownership of departmental systems, preferably in a healthcare, public sector, or complex project environment.
- Proven ability to manage competing priorities, maintain rigour under pressure, and exercise sound judgement with a degree of autonomy.
- Strong proficiency in Microsoft Office and document management systems; experience with project trackers or a PMO environment is an advantage.
- Excellent written and verbal communication skills, with the ability to produce clear, professional communications and reports for a range of audiences.
