B. JOB PURPOSE (ROLE and DEPARTMENT SUMMARY)
The Office of Clinical Informatics (OCI) at NHG Population Health enables the effective, safe and strategic use of clinical information systems to support Population Health and Community Care. Working under the leadership of the Chief Clinical Information Officer, OCI serves as the bridge between Population Health business and clinical stakeholders and the teams responsible for the delivery and operation of the Next Generation Electronic Medical Record (NGEMR), National Electronic Health Record (NEHR) and related clinical systems.
OCI leads the identification and translation of business and clinical needs into informatics requirements, coordinates NGEMR-related demand and implementation activities, and supports the governance, adoption and optimisation of clinical systems. Through close partnership with business users, NHG entities, Group Digital Health, Synapxe and relevant application teams, OCI enables technology-supported workflows that improve care coordination, operational effectiveness and Population Health outcomes.
The Manager, serves as a key bridge between business, clinical and operational stakeholders and technology teams to drive the effective adoption, optimisation and governance of the Next Generation Electronic Medical Record (NGEMR).
The incumbent will work closely with Population Health stakeholders, NHG entities, Synapxe and relevant Epic and application teams to understand business needs, translate requirements into clinical system and informatics solutions, and drive initiatives that improve care delivery, operational efficiency and user experience.
The role combines business analysis, clinical informatics, stakeholder engagement and project delivery, with a strong focus on enabling Population Health workflows through NGEMR capabilities.
C. KEY RESPONSIBILITIES
- Clinical informatics and workflow translation
- Engage Population Health business, clinical and operational users to understand priority problems, current-state workflows, desired outcomes, intended users, triggers, information needs and operational constraints.
- Translate business and workflow needs into clear clinical informatics requirements, solution options and implementation considerations.
- Work with the relevant Epic and application teams to assess whether existing NGEMR functionality can support the required workflow, and identify dependencies, gaps, risks or alternative approaches.
- Ensure proposed solutions are business-led, operationally feasible and aligned with patient safety, governance and Population Health priorities.
- Epic optimisation and strategic use-case development
- Identify and shape priority Epic use cases for Population Health, including opportunities relating to resident-level workflows, registries, outreach, care coordination, virtual care and other relevant Population Health capabilities.
- Convene business users and subject-matter experts to assess opportunities for improved adoption and utilisation of Epic functionality.
- Develop structured proposals that articulate the business need, target workflow, intended users, expected value, dependencies, implementation route and measures of success.
- Support the Assistant Director and Chief/CCIO in prioritising the Epic opportunity pipeline and monitoring implementation outcomes and benefits.
- Demand, workplan and solutioning leadership
- Lead the framing of complex OSR+, PCR-SS and workplan submissions, including requirements clarification, solution discussions, stakeholder alignment and preparation for submission.
- Work with PMO, Functional Groups, Group Digital Health, Synapxe and relevant Epic or application teams to determine the appropriate demand route and implementation approach.
- Coordinate cross-functional discussions to resolve workflow, system, access, scheduling, reporting, billing, referral, integration or other dependencies associated with a request.
- Support emerging clinical informatics initiatives and opportunities across Population Health, including activities relating to NGEMR, national-domain capabilities, care integration and other technology-enabled workflows, as organizational priorities evolve.
- Provide management oversight of the demand portfolio, including prioritisation, risks, decisions, escalations, aged items and delivery readiness.
- Informatics governance and practice development
- Support policies, audits and governance activities under OCI, ensuring that appropriate documentation, decision records, controls and escalation pathways are maintained.
- Develop practical standards, templates and operating processes for workflow discovery, requirements documentation, use-case assessment, demand tracking and benefits monitoring.
- Provide professional advice and informatics guidance to business, clinical and operational stakeholders on NGEMR-related requirements and workflows.
- Coordinate across internal and external stakeholders to ensure appropriate follow-through on agreed decisions, risks, dependencies and actions.
- Undertake other duties assigned by the Chief/CCIO or Assistant Director, OCI, in support of Population Health clinical informatics priorities.
D. KEY REQUIREMENTS

· Degree in Healthcare, Health Informatics, Information Systems, Business Administration, Public Health or related disciplines. |

Experience |

· At least 5 years of relevant experience in healthcare informatics, clinical systems, healthcare operations, healthcare business analysis or Electronic Medical Record implementation and optimisation. · Demonstrated experience working with Electronic Medical Record systems and translating clinical, business or operational requirements into system-enabled workflows. · Experience with NGEMR or Epic implementation, optimisation, enhancement or adoption would be strongly preferred. · Experience engaging and aligning stakeholders across clinical, business, operational and technology domains. · Experience independently leading or coordinating multiple healthcare informatics or clinical system initiatives |
