The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research — anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.

 

Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus, anchored by the new TTSH Medical Tower — which will add approximately 600 acute beds, an expanded Emergency Department, additional operating theatres, procedural suites, and specialist outpatient clinics, all purpose-designed to advance frailty-ready and technology-enabled care.

 

You will be part of the Medical Tower Planning and Development (MTP&D) team in the CEO's Office, serving as the strategic communications lead responsible for shaping and advancing the narrative of the Medical Tower project across internal and external audiences. This is a project communications role with a strong emphasis on project launch communications — you will be expected to understand the Medical Tower's multi-year development timeline, build public profile and stakeholder confidence at each phase of construction, and orchestrate communications and engagement around key milestone moments from groundbreaking through to opening. All publicity materials and external-facing outputs will be routed through TTSH Communications department to ensure adherence to NHG Health's corporate branding and organisational guidelines.

 

KEY RESPONSIBILITIES

 

1. Communications Strategy & Planning

Own the development and execution of the department's integrated communications strategy, using communications as a deliberate tool to advance the Medical Tower project's objectives across its multi-year development timeline. Develop phased communications plans sequenced against key construction and project milestones — from construction commencement and groundbreaking through to opening — ensuring the right messages reach the right audiences at the right time. Identify and anticipate communications risks and opportunities at each phase, and provide strategic counsel to the Head of Department on positioning, messaging, and engagement approaches.

 

2. Project Launch, Milestone & Ceremony Planning

Own the end-to-end planning and execution of key project launches, milestone ceremonies, and public-facing events across the Medical Tower's development timeline, including the Groundbreaking Ceremony and Opening Ceremony. This encompasses full event planning and logistics, programme development, stakeholder coordination, narrative development, event communications, and post-milestone content — ensuring each milestone is planned and delivered to the highest standard and leveraged to its fullest to build the Medical Tower's profile and sustain stakeholder momentum. Coordinate with facilities, external agencies, and TTSH Communications department to ensure all milestone events are well-supported with appropriate materials and messaging.

 

3. Content & Editorial

Lead the full spectrum of content development for the Medical Tower project, spanning formal communications materials and digital storytelling. This includes producing high-quality written materials such as speeches, press releases, newsletters, and stakeholder correspondence, as well as crafting media bites — quotes, key messages, and narratives — to support TTSH Communications department in managing media opportunities. Translate these narratives into compelling digital and social media content, including posts, videos, and infographics, managing the department's channel presence and executing a content calendar tied to key project milestones. Monitor channel performance and use data-driven insights to refine content strategy. Coordinate with TTSH Communications department for timely clearance of external-facing materials.

 

4. Stakeholder & Community Engagement

Plan and execute engagement initiatives across government agencies, healthcare cluster partners, and vendors and contractors involved in the development. As construction progresses, develop timely communications to keep affected stakeholders informed — including TTSH staff and neighbouring residents and condominium MCSTs — and manage their feedback and complaints in a structured and empathetic manner.

 5. Partnership & Collaboration Management

Serve as the department's coordination lead for partnerships and collaborations, manage the end-to-end process — from coordinating MOU and agreement processes to nurturing ongoing partner relationships and ensuring all associated communications are handled appropriately.

 

REQUIREMENTS

  • Degree in Communications, Public Relations, Journalism, Marketing, English, or a related discipline.
  • At least 8–10 years of relevant experience in strategic or project communications and stakeholder engagement, preferably in a complex, multi-phase project environment such as infrastructure, urban development, or large-scale institutional development.
  • Demonstrated ability to develop and drive a phased communications strategy with strong instincts for narrative, positioning, and stakeholder influence across a multi-year programme.
  • Proven experience in project launch or milestone communications and event management, with a track record of building public profile and stakeholder engagement around key project moments.
  • Strong writing, editing, and storytelling skills, with a proven ability to produce high-quality content across formats including executive-level materials, media bites, and social media content.
  • Demonstrated experience in digital and social media communications, including content creation, channel management, and performance analytics.
  • Proficient in content creation and design tools such as Canva or Adobe Photoshop; experience with video production or editing tools is an advantage.
  • Strong interpersonal and stakeholder management skills, with the confidence to engage effectively across all levels of the organisation and with external parties.
