Manager / Senior Manager (Strategic Communications) , TTSH Medical Tower Planning & Development
The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research — anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.
Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus, anchored by the new TTSH Medical Tower — which will add approximately 600 acute beds, an expanded Emergency Department, additional operating theatres, procedural suites, and specialist outpatient clinics, all purpose-designed to advance frailty-ready and technology-enabled care.
You will be part of the Medical Tower Planning and Development (MTP&D) team in the CEO's Office, serving as the strategic communications lead responsible for shaping and advancing the narrative of the Medical Tower project across internal and external audiences. You will develop and drive integrated communications strategies that build stakeholder alignment, influence perceptions, and position the Medical Tower as a landmark in the future of healthcare in Singapore. All publicity materials and external-facing outputs will be routed through TTSH Communications department to ensure adherence to NHG Health's corporate branding and organisational guidelines.
KEY RESPONSIBILITIES
1. Communications Strategy & Planning
Own the development and execution of the department's integrated communications strategy, using communications as a deliberate tool to advance the Medical Tower project's objectives, build stakeholder confidence, and shape how the project is understood and perceived across audiences. Identify and anticipate communications risks and opportunities at each phase of the project, and provide strategic counsel to the Head of Department on positioning, messaging, and engagement approaches.
2. Content Development & Editorial
Lead the development of high-quality communications materials across formats including speeches, talking points, press releases, newsletters, presentations, and stakeholder correspondence. Translate complex project developments into clear, compelling narratives tailored to diverse audiences. Coordinate with TTSH Communications department for timely clearance of external-facing materials.
3. Digital & Social Media
Manage the department's digital communications presence across social media and digital content platforms. Develop and execute a content calendar that strategically builds the Medical Tower project's profile through its key milestones, and produce or coordinate the production of digital content including write-ups, videos, and infographics.
4. Stakeholder & Community Engagement
Plan and execute engagement initiatives across government agencies, healthcare cluster partners, and vendors and contractors involved in the development. Work with TTSH Communications department to support media-related opportunities and ensure consistent external messaging. As construction progresses, develop timely communications to keep affected stakeholders informed — including TTSH staff impacted by construction works and neighbouring residents and condominium MCSTs — and manage their feedback and complaints in a structured and empathetic manner.
5. Internal Communications
Drive internal communications efforts to keep TTSH senior management and the broader TTSH community informed, aligned, and engaged with the Medical Tower project's progress. Maintain a consistent and transparent communications rhythm with the broader organisation through appropriate internal channels.
6. Events & Milestone Communications
Lead communications planning and execution for key project milestones, launches, and public-facing events. Coordinate with facilities, external agencies, and TTSH Communications department to ensure events are well-supported with appropriate materials and messaging.
REQUIREMENTS
- Degree in Communications, Public Relations, Journalism, Marketing, English, or a related discipline.
- At least 8-10 years of relevant experience, preferably in a healthcare, public sector, or complex project environment.
- Demonstrated ability to develop and drive a communications strategy with a degree of autonomy, with strong instincts for narrative, positioning, and stakeholder influence.
- Strong writing, editing, and storytelling skills, with a proven ability to produce high-quality content across formats and audiences, including executive-level materials such as speeches and press releases.
- Demonstrated experience in digital and social media communications, including content creation, channel management, and performance analytics.
- Proficient in content creation and design tools such as Canva or Adobe Photoshop; experience with video production or editing tools is an advantage.
- Experience in media relations or working alongside a central communications function is an advantage.
- Strong interpersonal and stakeholder management skills, with the confidence to engage effectively across all levels of the organisation and with external parties.
