Manager / Senior Manager (Clinical Service Planning & Hospital Operations)
The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research - anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.
Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus. Phase 2 is anchored by two flagship developments: the new TTSH Medical Tower and the operationalization of the TTSH Pavilion.
The hallmark of Phase 2, the TTSH Medical Tower will add approximately 600 acute beds, significantly strengthening TTSH's healthcare capacity for high-intensity, specialist care. It will house an expanded Emergency Department, additional operating theatres, and procedural suites, and specialist outpatient clinics, all purpose-designed to advance frailty-ready and technology-enabled care.
In addition, to sustain full operational continuity throughout construction, the former Pavilion wards on campus have been transformed and reactivated as the TTSH Pavilion - a modernized facility comprising specialist clinics, laboratories, and offices.
You will be part of the Medical Tower Planning and Development team in the CEO's Office, leading the clinical service and operational planning workstream for the new TTSH Medical Tower. Your role sits at the intersection of strategy and execution - translating future models of care into physical design requirements, operational frameworks, and implementation plans that are ready to run from Day 1.
This is not a building or engineering role. It is a strategic planning and operations role with a project management dimension, requiring deep familiarity with how hospitals function clinically and operationally, and the ability to lead complex alignment processes across a diverse set of institutional stakeholders.
KEY RESPONSIBILITIES
1. Clinical Service & Operational Planning
- Lead and facilitate strategic alignment discussions with clinical, nursing, allied health, and operational divisions to plan and design services for the new Medical Tower in line with future models of care and the envisaged patient journey.
- Translate clinical service strategies into physical design and infrastructure requirements, working in close collaboration with TTSH Senior Management, MOHH's Project Development Team, and appointed medical planners.
- Develop action plans to ensure both immediate and long-term planning objectives are met in accordance with the overall Medical Tower development timeline.
2. Operational Design & BAU Readiness
- Conceptualise and develop Business-as-Usual (BAU) operating frameworks for the new Medical Tower, ensuring that new services are designed to integrate seamlessly with existing TTSH operations across the Novena Campus.
- Identify operational interdependencies and potential conflicts early, working with relevant divisions to resolve them before they affect design or commissioning timelines.
- Support the transition from project mode to operational readiness, ensuring that clinical workflows, staffing models, and support services are fully planned ahead of opening.
3. Proposals, Risk Management & Stakeholder Alignment
- Prepare and present proposals and justifications to TTSH Senior Management, addressing potential risks, unintended outcomes, and resource requirements with clarity and rigour.
- Maintain alignment across a broad stakeholder group - clinical leads, operational teams, HR, Finance, and Ministry counterparts - ensuring that planning decisions are well-informed and institutionally endorsed.
- Produce clear, well-structured papers, minutes, and presentations for management committees and external stakeholders.
4. Team Leadership & Development
- Supervise and mentor junior team members, taking responsibility for their professional development and day-to-day guidance.
- Foster a collaborative, high-performing team culture consistent with the values of the future Medical Tower.
REQUIREMENTS
- Degree in any discipline with at least 8-10 years of relevant working experience. A background in healthcare or biomedical sciences is an advantage.
- Relevant experience in a public healthcare institution or clinical operations setting is strongly preferred, with a solid understanding of how clinical and operational functions intersect in a hospital environment.
- Strong planning, analytical, and critical thinking skills, with the ability to manage complexity and competing priorities across multiple workstreams.
- Excellent written and oral communication skills - able to produce high-quality papers, minutes, and presentations for senior institutional and Ministry audiences.
- Proficient in data analysis and presentation tools, with the ability to construct clear, visually coherent proposals and reports.
- Strong project management skills with demonstrated ability to drive workstreams to completion under tight timelines.
- Self-motivated, solutions-oriented, and able to operate effectively in a fast-paced and evolving environment.
- Demonstrated ability to engage and align diverse stakeholders across clinical, operational, and administrative levels.
