JOB SUMMARY

The Manager oversees research administration and strategic operations at NCID, ensuring that all activities align with institutional objectives and regulatory requirements. This multifaceted role involves managing the full research lifecycle (including grants, governance, and project oversight) while leading local and international collaborations through joint projects, visits, meetings and symposiums. As a strategic enabler, the Manager integrates scientific insight into administrative processes to drive research excellence through informed decision-making and strategic partnership.

 

MAIN DUTIES AND RESPONSIBILITIES

 

SPECIFIC

  1. Lead in the NCID Research Office grants administration and management. This include grant calls, support grants submission and review process, organize review panel meetings, award processing and grant variation requests including closing. Also, to provide scientific input during grant review processes and identify potential research synergies across applications.
  2. Oversee research projects and working with other project managers, he/she will ensure smooth execution of projects, review of research agreements, monitoring of deliverables/timelines, grants management, procurement/purchasing, processing of claims/reimbursements, tracking of utilisation, facilitate variations, closures and reporting to internal stakeholders.  After which to conduct strategic analysis of project portfolios to identify emerging trends, gaps, and opportunities for NCID's research advancement. In line with the strategic role, experience in actual conduct of analysis with skills in epidemiology and biostatistics would be valuable.
  3. Lead in NCID research governance framework with regards to proper conduct of research, data and tissue banks, so that research conducted in alignment with applicable regulations, policies and guidelines. This involves developing and implementing innovative governance frameworks that balance scientific excellence with regulatory compliance.
  4. Lead in ensuring proper oversight of Infectious Diseases Act approved research studies.
  5. Oversee NCID’s research performance outcomes for reporting to internal and external stakeholders by by conducting comprehensive research impact assessments and competitive intelligence analysis to provide strategic recommendations for research positioning and priority setting.
  6. Facilitate cross-institutional and/or multi-disciplinary collaboration with other healthcare and academic institutions and partners, based locally or abroad, to enhance our research networks and opportunities.
  7. Lead in the planning and coordination of research meetings, presentations and recording of minutes and organize research visits/seminars, as well as to identify opportunities for knowledge exchange and collaboration.
  8. Mentor and supervise junior staff in the areas above.
  9. Establish, implement, fine tune and improve the research administrative support processes and workflows with the objective of supporting NCID research initiatives, while driving innovation by implementing best practices from leading research institutions, and developing metrics to measure research administrative excellence.
  10. Contribute to NCID's research strategy development and participate in strategic planning committees to align administrative support with institutional research priorities.
  11. Maintain awareness of the biomedical research landscape, funding trends, and emerging opportunities to provide strategic intelligence for institutional decision-making.

JOB REQUIREMENTS

EDUCATION

 

Minimum Bachelor Degree preferably in Biomedical Sciences. Extensive experience in research administration especially in a healthcare setting.

EXPERIENCE

  1. Demonstrated experience with NMRC, A*STAR, rand international funding schemes or experience in strategic evaluation of funding opportunities and competitive positioning preferred.
  2. Familiarity with grant management systems, compliance frameworks (GCP, ethics approvals) and relevant software platform. Ability to communicate effectively with both scientific and administrative stakeholders at all levels.
  3. Good written and oral communication skills and ability to multi-task.
  4. Meticulous, detail-oriented, responsible and able to manage ambiguities.
  5. Excellent organization and problem-solving skills with the ability to respond effectively in a fast paced environment.
  6. Possess strategic thinking and analytical capabilities.
  7. Experience in handling research budgets.
  8. Good interpersonal skills, pleasant personality with good working attitude.
  9. Familiarity with Singapore’s biomedical research landscape as well as basic understanding of global research trends and competitive positioning.
  10. Good working knowledge of MS office applications.
  11. Experience in conduct of analysis and peer-reviewed publication is highly desirable.
