Job Description:
Responsible for managing facilities management operations across the IMH campus and associated premises to ensure safe, reliable and efficient support of healthcare services. The incumbent will oversee the performance of the Integrated Facilities Management (IFM) service provider, manage building engineering systems, drive operational excellence and sustainability initiatives, ensure regulatory compliance, and support facilities improvement projects. The role requires strong technical knowledge, contract management capabilities and stakeholder engagement skills to maintain a safe and conducive environment for patients, staff and visitors.
Job Responsibilities:
1. Integrated Facilities Management (IFM) Operations & Service Delivery
- Manage the outsourced facilities management service provider responsible for the maintenance and operation of building infrastructure, systems and engineering services across the campus.
- Oversee day-to-day facilities operations to ensure safe, efficient and uninterrupted support for clinical, operational and administrative services.
- Monitor and drive performance against contractual KPIs and SLAs, including MTTR, response time, preventive maintenance compliance, work order closure rates and customer satisfaction.
- Conduct regular operational reviews, audits and performance assessments to ensure service quality, productivity and continuous improvement.
- Manage service requests, feedback and operational escalations to ensure timely resolution and service excellence.
2. Building Engineering & Infrastructure Management
- Oversee the operation, maintenance and lifecycle management of ACMV, electrical, fire protection, plumbing, sanitary, lift and other M&E systems.
- Ensure high availability, reliability and operational resilience of critical building infrastructure through effective maintenance planning and execution.
- Review asset condition, maintenance performance and reliability trends to develop maintenance and replacement strategies.
- Conduct regular inspections and technical audits to ensure compliance with operational, statutory and safety requirements.
- Provide technical support and recommendations for infrastructure enhancement and improvement initiatives.
3. Smart Facilities, Asset Performance & Sustainability
- Monitor facilities performance through BMS, CMMS, IoT sensors, smart FM platforms and utilities monitoring systems.
- Analyse operational and maintenance data to optimise asset performance, maintenance effectiveness and resource utilisation.
- Drive predictive and preventive maintenance programmes to improve equipment reliability and asset lifespan.
- Lead energy efficiency, water conservation, waste reduction and other sustainability initiatives to support organisational goals.
- Prepare dashboards, reports and performance analyses on facilities operations, utilities consumption and sustainability metrics.
4. Contract, Procurement & Financial Management
- Manage facilities maintenance contracts and specialist service providers to ensure compliance with contractual obligations, KPIs and SLAs.
- Prepare technical specifications, scope of works, tender documents and evaluation reports for procurement exercises.
- Lead contract performance reviews, variation management and contract renewals to achieve quality and value-for-money outcomes.
- Prepare and manage facilities operating budgets, maintenance expenditure forecasts and asset lifecycle replacement plans.
- Monitor contract expenditure and identify opportunities for cost optimisation and operational efficiency improvements.
5. Compliance, & Stakeholder Management
- Ensure compliance with statutory regulations, workplace safety standards, healthcare requirements and organisational policies.
- Engage stakeholders, users and service providers to address operational needs and deliver effective facilities management solutions.
- Review and improve facilities management policies, processes and procedures, and undertake special projects and duties as assigned by the supervisor.
Requirements:
Competency
- Strong knowledge of facilities management, ACMV systems, M&E services and building maintenance operations.
- Strong contract and vendor management skills, with the ability to monitor and drive contractor performance against KPIs and SLAs.
- Good analytical and problem-solving skills, with the ability to translate operational and maintenance data into actionable improvements.
- Effective communication, stakeholder management and interpersonal skills across multiple user groups and service providers.
- Proactive, customer-focused and able to manage multiple priorities in a dynamic healthcare environment.
Educational and Professional Requirements
- Degree in Facilities Management, Mechanical Engineering, Electrical Engineering, Building Services Engineering or a related discipline.
- Minimum 5 years of relevant experience in facilities management, engineering maintenance or building operations, preferably in healthcare, life science, pharmaceutical, institutional or large commercial environment.
- Experience managing outsourced Integrated Facilities Management (IFM) contracts, including contractor performance, KPIs, SLAs and service delivery.
- Experience in procurement, contract administration, budgeting, project management and asset lifecycle planning.
- Familiarity with BMS, CMMS, Smart FM technologies and data analytics tools; professional certifications such as SCEM, FMP, FSM, GMAP, WSHO, or Certified Energy Auditor will be an added advantage.
