The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research - anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.

Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus. Phase 2 is anchored by two flagship developments: the new TTSH Medical Tower and the operationalization of the TTSH Pavilion.

The hallmark of Phase 2, the TTSH Medical Tower will add approximately 600 acute beds, significantly strengthening TTSH's healthcare capacity for high-intensity, specialist care. It will house an expanded Emergency Department, additional operating theatres, and procedural suites, and specialist outpatient clinics, all purpose-designed to advance frailty-ready and technology-enabled care.

In addition, to sustain full operational continuity throughout construction, the former Pavilion wards on campus have been transformed and reactivated as the TTSH Pavilion - a modernized facility comprising specialist clinics, laboratories, and offices.

THE ROLE

You will be part of the Medical Tower Planning and Development team, providing engineering expertise across the design, construction, and commissioning phases of the TTSH Medical Tower. You will represent TTSH's technical interests throughout the design and construction of the Medical Tower - ensuring that what is designed and built on the institution's behalf meets clinical requirements, regulatory standards, and operational needs before the building is handed over.

KEY RESPONSIBILITIES

1.  Design Review & Technical Compliance

  • Review engineering drawings, specifications, and submissions from consultants and contractors to verify compliance with clinical requirements, Singapore building codes, and international healthcare standards.
  • Identify technical gaps or discrepancies in design submissions and work with consultants to resolve them before works proceed on site.
  • Ensure all building systems and infrastructure - including ACMV, medical gas, fire protection, infection control ventilation, structural works, drainage, and site civil infrastructure - are designed to meet the operational requirements of a high-acuity hospital environment.

2.  Construction Oversight & Site Coordination

  • Attend site inspections and technical meetings to monitor the installation and construction of systems and works against approved drawings, specifications, and the master programme.
  • Review and assess requests for information (RFIs), site queries, and variation orders, providing timely technical responses to keep the programme on track.
  • Coordinate across disciplines - mechanical, electrical, civil, structural, and architectural - to resolve cross-discipline clashes and ensure integrated delivery of all building systems.

3.  Testing, Commissioning & Handover

  • Support the testing and commissioning of building systems and infrastructure, ensuring performance meets design intent and clinical operational requirements.
  • Review commissioning reports, inspection records, and test results, identifying deficiencies and ensuring rectification before practical completion.
  • Participate in the technical handover process, including joint inspections, snagging, and defects-rectification within the defects liability period.

4.  Documentation & Compliance

  • Maintain accurate records of engineering submissions, approvals, test results, and as-built documentation throughout the project lifecycle.
  • Ensure all works comply with relevant regulatory requirements including BCA, EMA, NEA, PUB, SCDF, and MOH licensing standards applicable to healthcare facilities.
  • Support capital grant justifications and technical submissions relating to engineering infrastructure and specialised medical systems.

 

REQUIREMENTS

  • Degree in Mechanical Engineering, Civil Engineering, Structural Engineering, or a related built-environment discipline.
  • 8-12 years of relevant experience, with prior involvement in the design, construction, or commissioning of building systems or infrastructure on major projects.
  • Must have seen at least one major development project through from design to practical completion. Prior experience in a healthcare facility or large institutional building is strongly preferred.
  • Working knowledge of Singapore building codes and the regulatory frameworks governing healthcare engineering, including BCA, EMA, NEA, and SCDF requirements.
  • Ability to read and interpret complex engineering drawings and specifications across relevant disciplines.
  • Strong coordination and communication skills, with the ability to engage consultants, contractors, and clinical users effectively.
  • Possession of relevant professional licences or certifications - including LEW (EMA), PE registration, or equivalent - is an advantage.
