Director, Group Finance (Funding, Payment Model, IT)

This role reports to the Group Chief Financial Officer (GCFO) and is responsible for leading funding, provider payment models, and financial systems transformation across the cluster.

 

Job Purpose

To oversee the development, implementation and evaluation of funding and payor payment models to promote right-siting of care to support population health management and care transformation, ensuring long term financial sustainability and alignment with national healthcare financing priorities. The role drives the design and implementation of mission-based budgeting, to better understand and allocate resources for the various missions.

 

KEY RESPONSIBILITIES

1. Enterprise Health Financing Transformation

  • Own and drive the end-to-end implementation of Mission-Based Budgeting as the cluster’s core resource allocation and financial management framework
  • Design and rollout:
    • Headcount resourcing and funding allocation models
    • Enterprise-wide budgeting, consolidation and reporting capabilities
    • Specialty P&L structures
  • Develop executive dashboards and management reporting to support timely, insight-driven leadership decisions
  • Establish governance, data standards and accountability frameworks to enable consistent financial management across institutions

 

2. Funding Strategy, Policy Translation & MOH Engagement

  • Lead engagement with MOH on:
    • Capitation funding methodologies
    • Transfer payments and subvention frameworks
    • New and evolving healthcare financing models
    • Pilot projects
  • Translate national healthcare policies into actionable financial frameworks for the cluster
  • Shape and refine funding approaches to ensure alignment with:
    • Policy intent
    • Operational realities
    • Financial sustainability objectives
  • Advise management on funding implications, trade-offs and strategic scenarios

 

3. Payment Models, Subvention & Incentive Alignment

  • Oversee the design, implementation and governance of payment models (e.g. Full Acute Bundle and other integrated care models)
  • Ensure funding and payment structures:
    • Support care integration and care shift
    • Align incentives with organisational outcomes and performance frameworks
  • Oversee:
    • Automation and stabilisation of payment computations
    • Integration into budgeting, accruals and financial reporting
  • Drive simplification and standardisation of funding models to ensure operational usability across institutions

 

4. Population Health & Integrated Care Financing

  • Develop sustainable funding models for Population Health and Integrated Care initiatives
  • Ensure continuity and transition of funding from pilot programmes to mainstream structures for successful pilots.
  • Partner with clinical, operational and policy stakeholders to align financing with care delivery outcomes
  • Provide financial governance and oversight for strategic initiatives

 

5. IT Financial Transformation, Governance & Enterprise Reporting

  • Plan and lead IT finance transformation and adoption to better leverage on technology to drive insights and improve productivity;
  • Cluster finance representative for strategic IT planning, defining investment budgets based on cluster affordability and alignment with strategic directions;
  • Cluster finance representative for projects carried out at the cluster and national levels. Provide oversight in budgeting, cost reasonableness, business case reviews, cost monitoring and cost allocation matters, price book computations, key performance indicators and post implementation review of digital health projects;
  • Establish and lead cluster-wide IT financial governance frameworks
  • Develop integrated IT financial reporting and analytics across Group Finance, GCIO and institutions
  • Harmonise financial data and reporting standards to ensure consistency, transparency and decision-usefulness

 

 

Job Requirements

 

Education & Experience

  • Degree in Finance, Accounting, Business or related discipline
  • Minimum 15 years of relevant experience, with strong exposure to:
    • Financial planning & analysis
    • Large-scale finance transformation or system implementation
    • Healthcare or public sector financing (preferred)

 

Core Competencies

  • Strategic and systems thinking, with ability to translate policy into scalable financial frameworks
  • Strong analytical and problem-solving skills including financial modeling, scenario analysis and business case formation to provide insights for decision making;
  • Experience working with large, complex datasets and enterprise systems
