Job Description: 

We are looking for a dynamic and experienced leader to join us as Deputy Director, Campus Planning & Development at the Institute of Mental Health (IMH). In this role, you will lead the infrastructure planning and development function, overseeing the full spectrum of facility works from minor renovations to major new developments. A key focus of this role is to coordinate and drive the overall development of IMH and the larger Buangkok Green Medical Park (BGMP), transforming it into a thriving hub for wellness within the community. 

 

Key Responsibilities 

  • Lead and oversee infrastructure planning and development, covering the full project lifecycle from space planning and master-planning through to construction and completion, ensuring projects are delivered on time, within budget, and to the required quality standards. 

 

  • Lead the overall master-planning of spaces across the campus, ensuring that existing land and new spaces are well planned, optimally utilised, and aligned with the organisation's long-term strategic objectives. This includes overseeing the Campus Development Secretariat, which serves as the key interface between clinical and operational needs and infrastructure planning — translating hospital requirements into actionable development briefs and driving the campus redevelopment of IMH forward. 

 

  • Oversee all physical upgrading works and new developments within IMH land, ensuring seamless execution and minimal disruption to hospital operations. 

 

  • Develop and maintain strong relationships with key stakeholders, including government agencies, consultants, contractors, and internal teams, to facilitate smooth project delivery. 

  • Provide strategic advice and recommendations to senior leadership on facility development matters, including space planning, infrastructure upgrades, and sustainability initiatives. 

 

  • Manage and monitor project budgets, procurement processes, and contract administration in accordance with organisational policies. 

 

  • Ensure compliance with all relevant statutory requirements, building codes, and safety regulations throughout the project lifecycle. 

 

  • Lead and develop a team of project management professionals, fostering a culture of excellence, collaboration, and continuous improvement. 

 

Requirements: 

 

Competency 

  1. Proven track record in managing large-scale, complex facility or infrastructure development projects, preferably within a healthcare or institutional setting, will be a strong advantage 

  1. Strong knowledge of construction management, procurement frameworks, and contract administration. 

  1. Excellent stakeholder management, communication, and leadership skills. 

  1. Ability to think strategically while managing operational details effectively. 

 

 

Educational and Professional Requirements 

  1. A degree in Architecture, Civil Engineering, Building, Real Estate, or related discipline. 

  1. Minimum 15 years of relevant experience in facility development, project management, or a related field, with at least 5 years of leadership capacity.
