Provide strategic leadership for Facilities Management (FM), Engineering Services, and Sustainability across IMH. Drive operational excellence, regulatory compliance, long‑term asset resilience, and sustainability transformation to support safe, reliable, and patient‑centred healthcare delivery.

 

Key Responsibilities

 

  1. Strategic Facilities & Engineering Leadership

 

  • Provide enterprise‑level oversight of all FM and Engineering functions, ensuring safe, reliable, and efficient operations of buildings, infrastructure, and critical M&E systems.
  • Shape long‑term FM strategies, asset renewal plans, and operational frameworks that support IMH’s clinical mission and organisational growth.
  • Lead multi‑disciplinary teams and service partners, fostering a high‑performance culture grounded in safety, accountability, and continuous improvement.
  • Serve as the technical advisor to senior leadership, translating complex engineering issues into clear, actionable recommendations.

 

  1. Operations, Maintenance & Asset Lifecycle Management

 

  • Oversee end‑to‑end maintenance operations, ensuring high system uptime, operational readiness, and resilience of critical hospital infrastructure.
  • Drive lifecycle planning, asset condition assessments, and capital replacement strategies to optimise long‑term asset value and reduce operational risk.
  • Lead the planning, prioritisation, and execution of Repair & Replacement (R&R) programmes and engineering projects, ensuring timely delivery and minimal disruption to patient care.
  • Develop, manage, and monitor annual OPEX and CAPEX budgets for FM and Engineering, ensuring accurate forecasting, disciplined cost control, and alignment with organisational priorities.
  • Track expenditure, analyse variances, and implement financial governance measures to ensure resources are optimally allocated across maintenance, operations, and capital projects.
  • Champion maintenance optimisation through data‑driven decision‑making, predictive maintenance approaches, and technology adoption.

 

  1. Integrated Facilities Management (IFM) & Vendor Governance

 

  • Oversee IFM service delivery, ensuring seamless coordination across security, engineering, soft services, and infrastructure support.
  • Manage security technologies including CCTV, access control, and related systems, ensuring reliability and compliance with safety protocols.
  • Lead vendor and contract governance, ensuring service providers meet KPIs and SLA (Service Level Agreement), contractual obligations, and quality standards across multiple sites and complex environments.
  • Strengthen performance monitoring frameworks, service audits, and escalation protocols to drive service excellence and cost optimisation.

 

 

  1. Regulatory Compliance, Safety & Risk Management

 

  • Ensure full compliance with statutory and regulatory requirements (e.g., BCA, PUB, SCDF), maintaining strong governance, documentation, and audit readiness.
  • Lead risk assessments, safety programmes, and engineering controls to uphold a safe environment for patients, staff, and visitors.
  • Oversee business continuity planning, emergency preparedness, and incident response for facilities‑related disruptions, ensuring rapid recovery and minimal operational impact.

 

  1. Stakeholder Engagement & Organisational Partnership

 

  • Partner closely with clinical, nursing, operations, and administrative teams to align FM strategies with operational needs and patient‑care priorities.
  • Facilitate cross‑department collaboration, ensuring FM and engineering considerations are integrated into planning, workflows, and decision‑making.
  • Communicate complex technical issues with clarity, diplomacy, and audience‑appropriate framing to support informed leadership decisions.

 

  1. Sustainability & Environmental Stewardship

 

  • Lead IMH’s sustainability transformation, embedding sustainable practices into FM operations, procurement, and organisational culture.
  • Develop and implement initiatives in energy efficiency, water conservation, waste reduction, and resource optimisation aligned with national green policies and healthcare sustainability goals.
  • Drive Green Mark certification and sustainability performance, including monitoring, reporting, benchmarking, and continuous improvement.
  • Support long‑term carbon reduction strategies, sustainable infrastructure planning, and environmental resilience initiatives.

 

Requirements

 

  • Degree in Electrical, Mechanical, Civil Engineering, Facilities Management, or a related discipline.
  • At least 15 years of progressive experience in facilities management, engineering operations, or infrastructure leadership, ideally within healthcare or large institutional environments.
  • Demonstrated expertise in maintenance operations, asset lifecycle management, and capital planning for complex building and engineering systems.
  • Strong knowledge of Singapore’s regulatory landscape, safety standards, and compliance frameworks.
  • Proven track record in managing IFM partners, multi‑vendor environments, and large‑scale service contracts.
  • Strong stakeholder management, communication, and leadership capabilities, with the ability to influence, align, and drive outcomes across diverse teams.
  • Professional certifications such as Facilities Management Professional (FMP), Fire Safety Manager certification, Project Management Professional (PMP), BCA Green Mark Accredited Professional (GMAP), or safety‑related certifications (e.g., bizSAFE, WSH qualifications) would be an added advantage.
