Job Description:
Reporting to COO/Director, Clinical Operations and working in close partnership with the Clinical Director, the operations lead of CMH provides strategic and operational leadership for CMH, driving sustainable growth of IMH's community mental health portfolio.
The Deputy/Assistant Director will strengthen ecosystem partnerships and deepen integration across primary, tertiary and social service sectors, positioning IMH as a trusted system partner in advancing mental health at regional and national level.
Job Responsibilities:
1. Leadership & Partnership Strategy

Provide strategic and operational leadership for the CMH Office, defining its scope, governance and accountability as IMH's primary coordinating interface between internal clinical expertise and the external community ecosystem.

Align IMH's community mental health efforts with national, cluster and population health strategies, ensuring coherence and avoiding duplication across existing platforms and structures.

Identify emerging community needs, care gaps and capability gaps, translating these into institutional priorities in collaboration with relevant Centres of Excellence (COEs), primary care and community stakeholders.

Enable COE clinical priorities and expertise to generate community impact, while channelling community and ecosystem insights back to inform COE strategic direction.

Represent IMH in key external engagements and partnership collaborations, working with key stakeholders including National Mental Health Office (NMHO), NHG Population Health (PHC), Agency for Integrated Care (AIC), primary care offices and social service agencies] to build sustained sector collaboration and co-develop aligned care models and strategies.
2. Services Implementation & Capability Building

Lead the planning, operationalisation and continuous improvement of IMH's community mental health programmes, providing a coordinated response to community needs and opportunities.

Develop a structured, sustainable approach to ecosystem capability building, moving beyond ad-hoc efforts towards longer term, system-level capacity development.

Strengthen care pathways and interfaces between IMH's specialist and quaternary services and primary, intermediate and community-based mental health providers.

Identify and support service innovation, pilot initiatives and improvement projects that address identified gaps and advance integrated community care.

Champion digital and data-enabled transformation, using evidence and outcomes data to guide service development, evaluate impact and inform strategic prioritisation
3. Governance & Performance Oversight

Establish robust governance, organisational and financial arrangements across all community programmes, encompassing programme accountability, resource allocation, funding structures and institutional reporting requirements.

Develop and maintain mechanisms to monitor programme performance, partnership reach and strategic impact, providing regular reporting to the CMB and senior leadership to enable informed decision-making and institutional accountability.

Represent IMH on national, cluster and system-level platforms relating to community mental health, capability development and integrated care, while fostering a collaborative, high-performing team culture that sustains institutional capacity to deliver on the CMH mandate.

Data-informed decision-making skills.
Educational and Professional Requirements
-
Bachelor’s degree in Operations Management, Social Sciences, Healthcare (Social Work, Psychology, Counselling, Allied Health), or a related discipline. Master’s degree in Health Professions and/or Public Health, is an added advantage.

At least 8 years of leadership experience within mental health, healthcare, community care, or the social service sector.

Strong understanding of Singapore’s mental health landscape and community-based care models.

Proven experience in stakeholder management and cross-sector collaboration.

Demonstrated success leading teams and managing service operations.
