Job Description:

The Deputy Director of Education and Learning Department is responsible for leading strategic initiatives in health professions education aligned with IMH's role as the National Mental Health Centre. This role involves developing and/or implementing policies for curriculum, teaching and training, and programme evaluation for pre-professional education and post-graduate training across medical, nursing, and allied health groups. The Deputy Director also collaborates with internal and external stakeholders to identify and address continuing education and training needs in the IMH workforce. In addition, the Deputy Director oversees resource management, including manpower and finances, to support educational programs, while promoting innovation and operational efficiency. They are tasked with organisation-level academic events to establish IMH as a regional thought leader in mental health. Additionally, the role involves mentoring staff, driving performance improvement, and ensuring talent retention within the department. The Deputy Director is expected to contribute to various hospital committees and lead collaborative projects as assigned.

 

Job Responsibilities:

Strategic Development of Health Professions Education in IMH

 

  1. With IMH clinical education leadership, lead strategic initiatives in health professions education that contribute to IMH’s role as the National Mental Health Centre, and in alignment with NHG Health’s goals in developing Professionals of Tomorrow’s Healthcare.

 

  1. Lead policy development and strategic planning for Pre-Professional Education (PPE) and Post-Graduate Programmes across Medical, Nursing, and Allied Health groups in IMH, facilitating curriculum development, teaching implementation, and programme evaluation by working closely with a diverse range of stakeholders including internal partners at both the institutional and cluster levels, as well as external entities (e.g. institutes of higher learning). Ensure health professions education programmes in IMH align with IMH's institutional goals and meet industry standards.

 

  1. Support organisation-level continuing education and professional development initiatives that are aligned to IMH’s strategic mission, in collaboration with internal stakeholders (e.g. Clinical Departments), as advised by IMH Senior Management.

 

  1. Organise institution-level academic events, e.g. IMH signature conference(s), in furtherance of health professions education and to establish IMH as a regional thought leader in mental health.  

 

 

Operations Lead and Resource Management

 

  1. Develop comprehensive plans for manpower, financial resources, equipment, and infrastructure to support health professions education programmes at IMH. Collaborate with IMH Senior Management, relevant stakeholders, NHG Health Senior Management, and MOH (as needed) to ensure alignment and approval of resource plans.

 

  1. Oversee funding allocation and revenue management for People & Organisation Development and health professions education programmes. Ensure adherence to financial governance standards and demonstrate responsible stewardship of resources.

 

  1. Lead initiatives to adopt innovative technologies and quality improvement processes.

 

  1. To be responsible for the financial performance of the department and to be financially sustainable.

 

 

Department Performance and Staff Management

 

  1. Develop and implement metrics of performance, e.g. key performance indicators (KPIs) for the department and regularly monitor and report on departmental performance metrics.
  2. Provide leadership and support to all units within the department and ensure alignment of unit goals with overall department and organisational objectives.

 

  1. Develop and maintain a comprehensive business continuity plan for the department, including identification of potential key-person-risks and implementation of mitigation strategies.

 

  1. Drive talent retention and continuity to ensure a pipeline of high-performing administrators supporting health professions education in IMH.

 

 

Requirements:

Educational and Professional Requirements

  1. Degree holder and at least 10 years of work experience
  2. Established middle or senior management staff
  3. Experienced in strategic implementation and change management processes
  4. Experience in healthcare administration or related field will be an advantage
