Senior Executive / Assistant Manager, Human Resource Development

 

We are looking for Senior Executive/ Assistant Manager to join our Human Resource Development (HRD) team.

 

This role is responsible for supporting the administration, coordination and delivery of learning and development initiatives, sponsorship programmes and learning systems across Khoo Teck Puat Hospital (KTPH) and Yishun Community Hospital (YCH). The role ensures smooth learning operations, maintains system and data integrity, administers sponsorship processes, and supports reporting and continuous improvement initiatives to enhance employee learning experiences and operational effectiveness.

 

Responsibilities

Serve as the primary contact for learning related enquiries and operational support, maintaining accurate HRD records, ensuring policy compliance, preparing reports, coordinating activities with stakeholders, and driving process improvement through digital tools and automation.

  • Prepare reports, correspondence and updates to support operational and management needs.
  • Collaborate with stakeholders to ensure the smooth execution of learning and development activities.
  • Identify opportunities to streamline processes, improve user experience and leverage digital tools, automation and AI to enhance operational effectiveness.

 

Learning Systems & Digital Support ("Keeping the learning engine running.")

  • Support the administration and day-to-day operations of the Learning Management System (LMS) and other HRD platforms.
  • Manage user accounts, access permissions and role assignments in accordance with governance guidelines.
  • Develop and maintain user guides, FAQs and knowledge resources to support system adoption.
  • Partner vendors and IT teams to troubleshoot issues, support system enhancements and participate in testing activities.
  • Support new system initiatives and contribute ideas that improve digital learning experiences.

 

Learning Operations & Programme Administration ("Turning plans into well-run programmes")

  • Coordinate the end-to-end administration of learning programmes, workshops, onboarding activities and development initiatives.
  • Manage programme schedules, registrations, logistics, learning materials and participant communications.
  • Support programme leads to deliver smooth and engaging learning experiences.
  • Monitor attendance, completion status and programme milestones to ensure successful delivery.
  • Coordinate with external training providers and institutions on operational and logistical matters.
  • Help ensure no participant, trainer or invoice gets left behind.

 

Sponsorships & Learning Funding Administration ("Supporting growth, one sponsorship at a time")

  • Administer scholarship and sponsorship programmes from application through bond completion.
  • Coordinate sponsorship documentation, funding submissions, claims processing and educational institution onboarding.
  • Track sponsorship commitments, funding utilisation and key programme milestones.
  • Support the administration of learning grants, training subsidies and funding opportunities.
  • Ensure sponsorship and funding processes are managed accurately, efficiently and in accordance with established guidelines.
  • Be the behind-the-scenes champion helping employees pursue their learning aspirations.

 

Reporting & Learning Analytics ("Turning data into useful stories")

  • Compile, analyse and maintain learning, sponsorship and operational data.
  • Prepare dashboards, reports and statistics on learning participation, completion rates and programme outcomes.
  • Track learning trends and support the monitoring of key HRD metrics.
  • Support data validation, audit exercises and management reporting requirements.
  • Provide actionable insights that help the team make informed decisions and continuously improve programmes.
  • Bring clarity to spreadsheets and make numbers work a little harder.

 

Process Improvement & Operational Excellence ("Making good processes even better")

  • Review existing workflows and identify opportunities to improve service quality and operational efficiency.
  • Support digitalisation, automation and AI-enabled initiatives across HRD operations.
  • Develop and maintain process documentation, SOPs and workflow guides.
  • Participate in system enhancements, implementation projects and operational improvement initiatives.
  • Contribute ideas that simplify work, reduce manual effort and improve stakeholder experience.
  • Continuously look for smarter ways of working because "we've always done it this way" is not a process improvement strategy.

 

Requirements

  • Degree in Human Resource Management, Business Administration, Education or a related discipline.
  • Preferably 2 to 4 years of experience in Learning & Development, HR Operations, Programme Administration, Training Coordination or related HR functions.
  • Meticulous, creative, resourceful and able to work with minimal supervision.
  • Good project management skills with ability to multi-task and manage multiple projects across different functional groups.
  • Proficient in MS PowerPoint (Advance), Excel (Advance) and Words (Intermediate)
  • Experience in learning administration, sponsorship management, LMS administration or training operations would be advantageous.
  • Experience within the healthcare sector would be an advantage.
  • Familiarity with digital tools, automation solutions and AI applications is advantageous.
