Assistant Director, Group Compensation & Benefits (GC&B), Group HR
JOB PURPOSE
Reporting to GCHRO and Director, Group Compensation and Benefits, this role will:
- Act as the HR lead for data structure setup, data automation and models to support doctor’s compensation work leading towards Central Employment.
- Lead in NHG’s Finance Budgeting system build for manpower module and BAM system.
- Support Group Chief Human Resource Officer in workforce transformation and work closely with Finance on overall manpower cost optimization.
MAJOR DUTIES & RESPONSIBILITIES
1. Data Product Manager
1.1 HR lead for data structure setup in agreement with clinical leads ie work closely with clinicians to determine data requirements and with clinical IT for data extraction.
1.2 Act as GC&B product manager to work with HR Data and AI team to automate and build end to end models from workload to payout for doctors’ compensation.
1.3 Act as PMO for all doctors’ compensation work leading to central employment ie compensation track for surgeons, medicine, anesthetists, radiologists and others.
2. CERA Mission Based Budgeting
2.1 Partner Group Finance on the NHG Finance system (CERA) to deliver the Manpower Module and any enhancement phases and requirement changes.
2.2 Work closely with institutions FN and HR on using the system for budgeting.
2.3 Act as the admin master user for the Manpower Module in CERA; working closely with IT on setting up SOP/process for granting, monitoring rights for HR teams and governance on data visibility to non-HR users.
3. Billing and Allocation Model (new system for CE cost charging)
3.1 Partner Group Finance to adapt and implement system from SHS. HR is the data owner that will need to direct mapping and charging models.
3.2 Act as HR liaison to 1FSS for payrolls and Group Finance for accurate billings to institutions
4. Workforce Transformation
4.1 Work closely with GCHRO to drive workforce transformation efforts taking direction from Productivity Council.
4.2 Work with professional leads and strategic HRBP to implement agreed plans to achieve productivity improvement.
4.3 Set up tracking system and structures to monitor deliverables across NHG.
JOB REQUIREMENTS
Education/Training/Experience
- Min Degree in HR Related field / Business Admin or equivalent
- At least 10 years relevant working experience in the area of Compensation & Benefits, and experience in healthcare, otherwise strong project management experience in other fields
- Technical knowledge and hands-on experience in total rewards including salary structure design, salary reviews, market benchmarking competitiveness studies, job evaluation is an added advantage
- Hands-on knowledge in job evaluation methodologies such as Korn Ferry Hay Group will be preferred.
- Highly Proficient in Microsoft Office applications. Advanced skills in Excel preferred
- Well-versed in local employment laws and regulations such as Employment Act, Industrial Relations Act etc.
- Past experience in HRIS project and implementation will be advantageous.
